Don't worry, you didn't kill it GH. I think most people are waiting for Wandering to answer the two questions before going forward and doing something that was not of his original intent on the RP.
As far as canon and doing RP's here, I don't think it is a problem to write a "law person" where there might not have been one in the Professor's writings. There were folks in many place in ME who did take care of these sorts of issues I should think.
I can't imagine murder going over as okay in any part of Tolkien's writings. But that said, keeping the RP in a Tolkien theme and sticking as much to canon as we can is a good thing.
I don't recall there being a healer/herbalist in Bree either, but there is going to be one now.
In my own imagination I see these sorts of people as being in any sort of village setting. But that is just my own musings, all of you folk may see it differently.
