I really love the speech of Gandalf about Gollum at Bag's End:
"Many that live deserve death. And some that die deserve life. Can you give it to them? Then do not be too eager to deal out death in judgement. For even the very wise cannot see all ends. I have not much hope that Gollum can be cured before he dies, but there is a chance for it. And he is bound up with the fate of the Ring. My heart tells me that he has some part to play yet, for good or ill, before the end; and when that comes, the pity of Bilbo may rule the fate of many - yours not last."

And also this quote of Elrond at the council:
"the road must be trod, but it will be very hard. And neither strength nor wisdom will carry us far upon it. This quest may be attempted by the weak with as much hope as the strong. Yet such is oft the course of deeds that move the wheels of the world: small hands do them because they must, while the eyes of the great are elsewhere."

And also the speech of Gandalf at the beginning of the last debate, about distracting Sauron's eye from Frodo. By the way, if you examine it, you can notice that his speech there consist of twelve paragraphs, which can be divided into three groups of four, according to the subject. In the first group Gandalf portrays their status of forces. In the second group he inserts the Ring into the equation. And in the last group he describes the idea of distracting Sauron.

Honestly my favorite one is when Treebeard laments about the ent wives. it's not exactly a speech but it is so heartfelt and it shows another chapter of the past of middle earth.

For me it`s the Lament for the Rohirrim. Mainly because of King Theodan`s version in the movies. It's such a powerful scene.

Where is the horse the rider?
Where is the horn that was blowing?
They have passed like rain on the mountains,
like wind in the meadow...

I would have to definitely say Sam's in The Two Towers. With the music and everything, just hits you.
