Are these characters part of any Tolkien language?

These are counters used mark Victory Points in the War of the Ring 2nd edition board game. I don't recognize it as coming from any Tolkien language, but I don't know any of them at depth also.

Just looks like a torch or a sword (depending on your zoom level :D ) to me. Certainly doesn't look like any Cirth or Tengwar.
