Both transcriptions of Arwen are in Tengwar Annatar Cursive - that's just the font used to transcribe the name.
The difference between both versions is the Mode used for the transcription - first one is the Mode of Beleriand, while the second one is the Mode of Gondor. Summing up, the first one would be the one used in Imladris by the Elves, while the second one would be one the Modes used in Minas Tirith.
I have made a small correction of the transcription posted on p.4 - make sure you check it. |

I imagine a lore-master such as Elrond would know all the Sindarin Modes, but it is attested the Mode of Beleriand (the first transcription) was still in use in Imladris in the 3rd. Age. I would use that one, but of course that's just my opinion  |
